The
Republic of Belarus Ministry of Defense's activities
in the framework of military cooperation
International military cooperation of the Republic of
Belarus is carried out on the basis of State principles with taking
into account national interests. It is viewed as the main direction
of the state's foreign policy and is considered to be one of the ways
of strengthening its defense capability.
Since 1992 the Head of the state and Ministry of Defense of the Republic
of Belarus have signed more than 100 different international-legal
acts in the sphere of international security, military cooperation,
reduce and control over armament.
Collaboration of the Republic of Belarus in technical-military
sphere is normatively fixed by a range of international and intergovernmental
agreements with Russia, the Ukraine, Armenia, Kazakhstan, Uzbekistan,
Tadzhikistan, Kirgizstan, Vietnam, Laos, China and Syria.
The Republic of Belarus Ministry of Defense's activities
are performed according to the international obligations of the state.
During this period of time the agreement on collaboration were signed
with Defense ministries of the Russian Federation, the Ukraine, Poland,
Hungary, Moldova, the USA and Germany.
The bilateral military collaboration is performed according
to annual programs and plans. Today it has fast developing relations
with Russia, the Ukraine, China, Poland and Germany.
Today 30 agreements on different directions have already
been signed between the Russian Federation and the Republic of Belarus.
Cooperation between the military departments of the Republic of Belarus
and Russia deals practically with the whole spectrum of military issues;
it has an active character and is based on the principals of equality
and mutual profit. In the framework of bilateral cooperation the main
achievement.
Is the creation of the common system of regional security.
The most important direction in the international affairs
of the Republic of Belarus is a multilateral cooperation with CIS
countries and the members of the Collective security system treaty,
May 15, 1992.
The leaders and representatives of Ministry of Defense
take an active part in sessions of the Defense Ministers' council,
Joint Chief of Staff, CIS. The realization of the agreements achieved
under the work of the up-mentioned bodies is directed to the strengthening
of the defense capability of CIS countries.
One of the directions of international collaboration for
Ministry of Defense is the cooperation with military departments of
other states in the framework of the "Partnership for Peace"
program. Ministry of Defense of the Republic of Belarus takes part
in this activity in accordance with the aims and targets stated in
the presentational document and the Individual partnership program
of the Republic of Belarus and NATO. The Individual partnership program
of the Republic of Belarus 2006-2007 states the following spheres
of partnership within the "Partnership for Peace" program:

- Emergency planning and civil defense
- Crisis planning
- Consultations, command and control including telecommunications
and information processing systems
- Democratic control over the Armed Forces and defenses
- Defense planning and budget
- Planning, organization and realization of national programs of arms

- Military drill training and related actions

- Training and doctrine
On the whole in the framework of international military
cooperation the Republic of Belarus Ministry of Defense's activity
has a multidirectional policy which is directed to the development
and strengthening of partnership relations with all the countries
of the world. |
