Arms control


    Starting from the year 1949, the Republic of Belarus as a UN member enjoying equal rights, undertook some international commitments in the field of disarmament and arms control. After the USSR collapse and formation of the number of the sovereign states on its territory, the process of involving the Republic into this field aimed at strengthening international security and decreasing the threat of large-scale military conflicts became an impulse to further development.
    Since 1992, the Republic of Belarus possessing the right of succession in relation to the international treaties of the former USSR has started to implement its commitments concerning reduction and limitation of nuclear weapons and conventional armaments (the INF, START, CFE Treaties, the ABM, NPT Treaties) and also has signed new global and regional treaties and agreements in the field of international security, elimination of chemical weapons and antipersonnel mines, enhancement of confidence and security-building measures regarding military forces and military activities (Vienna Document, Treaty on Open Skies, Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and their Destruction, the OSCE Document on SALW, Treaty on Comprehensive Ban of Nuclear Tests, the Hague Non-Proliferation Code, the Ottawa Convention on Antipersonnel mines Ban, etc.). Furthermore, the Republic tries to become an equal member of all existing international non-proliferation regimes.
    Since June 12, 1992, a special agency, the National Agency for Verification and Inspections (NAKI) of the Ministry of Defence which, since 2002, in accordance with the Decree of the President of the Republic of Belarus №516 dated 24.09.2001, has become Department of the Ministry of Defence of the Republic of Belarus with rights of a legal entity, has been in charge of support of implementation of international treaties on arms control by the Republic of Belarus and is, within its authority the co-ordinator of these activities between different governmental authorities. The Regulations on NAKI as a Department of the Ministry of Defence of the Republic of Belarus were approved by the Decree №1545 of 06.11.2002 of the Council of Ministers of the Republic of Belarus.
    In the Ministry of Foreign Affairs there is the Office for International Security and Arms Control that since 1992 has been permanently engaged in conclusion and control over implementation of international treaties and agreements in the field of disarmament and arms control.
    Belarus implements consistently and comprehensively provisions of all the treaties and agreements signed in the field of elimination and ban of chemical, biological, bacteriological weapons, reduction and control of nuclear and conventional armaments. This is confirmed by the actual facts of the Republic's participation in the international and regional systems of disarmament and arms control, enhancement of confidence and security-building measures within the UN and OSCE frameworks.
