OSCE Document on Small Arms and Light Weapons
(SALW Document)
The OSCE Document on Small Arms and Light Weapons (SALW Document) was adopted at the 308th Plenary Meeting of the OSCE Forum on Security Co-operation on November 24, 2000.
The aim of the OSCE Document on SALW is the prevention of SALW illegal trafficking in all its aspects through introduction and enforcement of national control measures, promotion of co-operation and exchange of information between law-enforcement and customs agencies on the international, regional and national levels.
In accordance with the SALW Document (starting from 2001), the Republic of Belarus has submitted information on the following issues: export/import of SALW for the previous year; categories and quantity of SALW destroyed on the territory of the Republic for the previous calendar year; marking systems used during the manufacturing process and/or SALW import; control procedures over SALW manufacturing and changes in the national legislation on SALW.
The Republic of Belarus adopted a series of legal acts to support the implementation of the OSCE Document on Small and Light Weapons, including:
- the Law of the Republic of Belarus On Arms of November 13, 2001;
- Decree of the President of Belarus "On the Fulfilment by the Republic of Belarus of International Commitments under the OSCE Document on Small Arms and Light Weapons", №383 of July 15, 2002;
- Decree of the President of Belarus "On Measures to Improve Regulation of Circulation of Military, Service and Civilian Arms and Their Munitions on the Territory of the Republic of Belarus", №473 of August 30, 2002;
- Resolution of the Council of Ministers of Belarus "On the Approval of the Regulation on Transit of Military Goods Through the Territory of the Republic of Belarus", №522 of April 24, 2002 and a number of others.
In 2004-2005, the Republic of Belarus hosted 6 OSCE assessment visits to assess SALW storage facilities. During those assessment visits the Project Plan for technical and financial assistance for the Republic of Belarus to enhance the security of its storage facilities was elaborated. European experts representing interests of potential donor states were satisfied with the quality of the elaborated Project Plan. At present, activities aimed to attract donors for the Project funding and implementation are under way.
