The Military Doctrine of the Republic of Belarus
The military doctrine of the Republic of Belarus
(further - the military doctrine) represents a set of official basic
views principles explaining how to ensure military security of the
state by means of use of political and military measures. It specifies
the basic directions of the state military policy at present stage
as well as determines its attitude towards military conflicts and
their prevention, military construction, use of military force in
order to defend the state critical interests.
The prior aims of the Republic of Belarus are to protect
the state sovereignity and political independence, to ensure territorial
integrity and inviolability of the state borders.
The fundamentals of the military doctrine are based
on the systematic analysis of political and military situation and
prognosis of its development taking into account the requirements
and real possibilities of the state to ensure military security
of the Republic of Belarus as well as taking into consideration
the experience of military construction and organization of armed
protection of the state.
Proclaiming the military doctrine which carries exclusively
defensive character. The Republic of Belarus regards that nowadays
none of the states is its potential enemy. The Republic of Belarus
considers its security to be the state of protection of national
interests in possible transformation of military danger into military
threat to the state.
The legal basis of the military doctrine is composed
of the Constitution of the Republic of Belarus, the international
treaties in the field of military security and other legislative
acts of the Republic of Belarus.
Chapter 1 POLITICAL AND MILITARY BASES OF MILITARY
SECURITY
Implementation of military policy in the Republic of
Belarus
1. The basic aims of military policy of the Republic
of Belarus are to maintain international peace and security, to
prevent threat of war and to ensure the guarantee of national security
of the Republic of Belarus in case of possible military threats.
2. The Republic of Belarus builds its relations with
other states on the basis of principles of equality, mutual respect
and non-interference into internal affairs of other states, other
principles of international law and also norms of international
law.
While implementing the independent military policy according to
its national interests, the Republic of Belarus respects principles
of inviolability of state borders of the Republic of Belarus, does
not put forward any territorial claims to other states; respects
political independence and state sovereignty of other countries
and recognizes their right to solve the issues concerning national
security according to their interests without detriment to the security
of other states;
It advocates solution of all the contradictions between the states
only by means of negotiations on a mutually acceptable basis; encourages
the balanced reduction of arms on the European continent within
the framework of the commitments, determined by international agreements
and acs; excludes unilateral reduction of arms which may cause detriment
to military security of the state. Such reduction might be done
only in the case when all the economic potential and objective expediency
issues are taken into consideration and if they may ensure a necessary
level of defensive capability of the Republic of Belarus.
3. The Republic of Belarus initiates creation of the
system of the European security, which will encourage activation
of activity of the international security establishments at the
global and regional levels taking into consideration the interests
of all the states concerned on the basis of principals of trust
and mutual understanding. The Republic of Belarus considers its
participation in the Agreement on collective security (May 15, 1992)
(further the Agreement on collective security ) and creation of
the effective mechanism ensuring security within the framework of
the agreement on foundation of the Union State (December 8, 1999)
(further- Agreement on the Union State) as real steps in this directions.
Military-political situation
4. Military-political situation is the whole complex
of the factors and conditions under which subjects of the international
law and their military organizations carry out their mutual relations;
specific distribution of political and military forces; character
of their actions and interrelations in a real time scale.
Military-political situation is determined now by the following
factors:
- lack of effective mechanisms preventing military threat and protecting
interests of all the subjects of the international relations on
the European continent
- struggle of the industrially developed states for markets and
attempt to separate transnational corporations to control the supply
of raw materials only in their own interests
- striking of the regional centres to provide political leadership
in formation of mechanisms ensuring security without taking into
account the interests of all subjects of the international relations
- possibility of proliferation of nuclear and other types of mass
destruction weapon
- introduction of new military technologies, their tests are conducted
in the course of local wars and other armed conflicts
- aggravation of information confrontation
- strengthening of ethnic and national extremism activation of the
aggressive separatism
5. Military-political situation is greatly influenced
by:
- political and economic blocking of interests of the separate states,
attempts of interference into internal affairs
- conduct of actions by some states or military blocks which roughly
violates the standard principles and international regulations
- use of some international subjects of mass media and technologies
in the aggressive purposes without taking into consideration the
interests of all European states in the sphere of security
Basic threats to military security
6. Military security of the state (the major component
of national security) - an ability of the state to implement the
whole complex of the available forces, means resources in order
to prevent, localize and organize the armed protection of its interests.
Safeguarding of military security of the Republic of Belarus is
the prior part of the state policy directed to prevention and neutralization
of military threats in modern environment.
All available means, forces and resources provide the military security
of the Republic of Belarus. The Republic of Belarus has a definite
economic and military potential as well as efficiently functioning
the state military organization against any military threat whence
it proceeded.
7. The main external threats to military security are:
- Availability of significant arsenals of nuclear and other types
of mass destruction weapons in some states
- Already existing and potential seats of local wars and other armed
conflicts
- Interference into internal affairs of the Republic of Belarus,
attempts to restrain its interests while solving the issues of international
security
- Expansion of military blocks and alliances which bring detriment
to military security of the Republic of Belarus and counteraction
concerning the formation of system of collective security with the
participation of the Republic of Belarus
- Creation(build-up) of military potential of highly offensive in
its origin by some states(or groups of states) which may hamper
the balance of forces.
- Information (inf.- psychological) influence which is directed
against the interests of the Republic of Belarus and its allies
- Discrimination of the rights and legal interests of the citizens
of the Republic of Belarus who live in the foreign countries
Activation of international terrorism and transnational criminality,
growth of the illegal supply of arms and ammunition, drugs, psychochemical
agents as well as illegal migration of the population
8. The primary internal threats to the military security
are: the possible foundation of extremist organizations which may
launch the provocative activities in order to destabilize the internal
political situation in the state and strive to overthrow the constitutional
system by force.
Organized criminality and other illegal activities within the scope
of small arms threatens the state security.
Illegal supply and distribution throughout the territory of Belarus
of small arms, ammunition, drugs, phychochemicals which might be
used to carry out the acts of terrorism as well as other illegal
activities.
Basic factors ensuring the military security
9. The Republic of Belarus condemns wars as means of
implementation of policy of the Armed Forces of the Republic of
Belarus, other troops and military formations organized according
to the legislation of the Republic of Belarus (further - the Armed
Forces, other troops and military formations) while solving any
contradictions.
The Republic of Belerus will consider its enemy that state, the
policy of which represents military danger to the Republic of Belarus,
leads to interference into its internal affairs, infringement on
its sovereignty.
The Republic of Belarus considers that it is possible to use military
force and participate in military conflict (war) only with the mission
assigned to repel an attack (an act of armed aggression) (further
- attack) and protect its territorial integrity. The Republic of
Belarus has the right to appeal to the states - members of the Collective
security treaty and other friendly nations in order to get their
assistance (a military one inclusive).
10. In order to ensure military security the Republic
of Belarus:
- Improves the legislation in the field of construction and use
of the Armed Forces, other troops and military formations as well
as the system of the civil control over their activities
- Gives priority to formation of the united defense area with the
Russian Federation, contributes to development of the joint military
infrastructure, undertakes other measures in order to maintain defensive
capability of the Union State within the framework of the agreement
on foundation of the union state;
- Takes an active part in strengthening of the system of collective
security within the framework of the Collective security Treaty
and increase of the effectiveness of other international organizations'
activities ensuring security in Europe
- Contributes to development of confidence measures in the military
sphere being based on the principles of openness of political and
military activities between all the states, including the mutual
information exchange concerning implementation of the military doctrine
and plans of military construction
11. Principles of safeguarding of military security
are:
- Timely and rapid definition and classification of real military
threat
- Availability of a military potential, the usage of which will
provide the guaranteed armed protection of the state
- Conformity of the readiness level of the state military organization
with the needs of military security
- Objective sufficiency and means of forces being necessary to ensure
military security and neutralization of military threats
- Combination of the centralized command of state military organization
together with the civil control of its activities
12. The military security of the state should be provided
both in peacetime and in the case of aggravation of military political
situation. For this purpose the Republic of Belarus plans and carries
out a complex of measures aimed at strengthening and effective functioning
of the mechanism of armed protection of the state. Such measures
are:
in peacetime:
- Implementation of peace-loving foreign-policy course, putting
forward of the initiatives aimed at the foundation of effective
systems ensuring the international security throughout the European
continent taking into consideration the interests of all the subjects
of international relations:
- Maintenance of international political stability, protection of
the sovereignty and territorial integrity of the state
- Foundation and development the state defense system within the
framework of the joint defense area with the Russian Federation
inclusive
- Organization of planned preparation of the state and its economy
for functioning under wartime conditions
- Safeguarding of defense and protection of the state border of
the Republic of Belarus
- Operational organization of ground development of the military
infrastructure in the interests of military security of the state
- Estimate and determination of the optimum strength of the Armed
Forces, supply of armament and materiel to units and formation in
peacetime, foundation of basis for their mobilization deployment
in case of martial law throughout the Republic of Belarus
- Development of the whole complex of measures ensuring the mobilization
- Implementation of the common state policy in the sphere of security,
bringing up of the conscious attitude on behalf of the citizens
as for defense of the state
- On the eve of (during the so-called threatened period) or after
the beginning of the armed conflict(war)
- Use of the possibilities of UN, OSCE and other international organizations
to ensure security to prevent an attack and restore peace
- Organization of political(diplomatic), informational and economic
confrontation
- Timely putting of martial law in force throughout the territory
of the Republic of Belarus, declaration of war
- Strategic employment of the Armed Forces of the Republic of Belarus(further
the Armed Forces) complete or partial, the troops are brought into
readiness to fulfill the operational missions assigned
- Fulfillment of the earlier accepted decisions concerning the preparation
and use of the Armed Forces, other troops and military formations
to repulse an attack
- Transition of the national economy and republican governmental
bodies, other state establishments from peacetime to wartime operating
mode, carrying out of measures of territorial defense
Military Organization of the State
13. The military policy of the Republic of Belarus is
carried out by efficiently functioning military organization of
the state, which constitutes the basis of a war potential of the
country.
Military organization of the state- is a complex of the Armed Forces,
other troops and military formations; state, military and political
bodies of management, bodies of military command, other organizations,
the basic activities of which are directed in peacetime at the solution
of missions concerning military security of the state (prevention
of a military threat. In case of war- it has to ensure the armed
defense of the state, to repel an attack, to destroy the enemy and
fulfill the political objectives in war. The military organization
of the state also includes the defense sector of the economy of
the Republic of Belarus, which is engaged in research activities
or in production of armaments.
14. The primary directions of the development of the
military organization are:
- Effective operation of the state and military control system in
various military-political environment;
- Organizational structure, strength of means and forces should
correspond to the economic capabilities of the state and the missions
concerning the military security' safeguard
- Development of military-economic support system of operation of
the state military organization' components both in peace time and
war-time
- Improvement of quality of the Armed Forces' operational and combat
training, other troops and military formations, military education,
training of personnel and reservists, all types of supply of forces
- Development of the Armed Forces' recruiting system, strengthening
of law, and order, military discipline among the servicemen
- Increase of efficiency of the system of operation, repair and
maintenance of armament and materiel;
- Development and improvement of the information support system
of the state military organization' activities and military confirmation
of the decisions which were taken in the sphere of the state military
security.
Chapter 2 MILITARY-STRATEGIC FUNDAMENTALS OF MILITARY
SECURITY
The character of modern military conflicts.
- Modern military conflicts are classified according to the military-political
objectives, weapons being used, and the scale of warfare.
- according to the military-political objectives:
- Just conflict, i.e. it doesn't contradict the UN Charter, the
basic principles and standards of international law. The nation
being attacked organizes self-defense.
- Unjust conflict, i.e. it contradicts the UN Charter, the basic
principles and standards of international law. The hostilities unleashed
by a state are to be regarded as an act of aggression
- according to the weapon being used:
- with usage of nuclear weapons and other types of mass destruction
weapons
- with usage of conventional weapons
- According to the peculiarities of development of modern geostrategic
situation, a large-scale war with a range of states being involved
and usage of the whole territory of Europe is not likely to happen.
At the same time the probability of unleashing regional and local
conflicts of different scale is not excluded.
Any military conflict is viewed as any armed opposing:
- Wars of different scales
- Frontier armed conflicts and military collisions within territory
of a state
- Military actions
- Demonstrative and provocative actions and other forms of application
of war power.
In order to settle down inconsistencies between opposing
sides the international military conflict can arise in the form
of armed action and (or) armed clash between states in a separate
region.
The internal armed conflict is the armed clash within
the borders of one state. It is characterized by the danger of transformation
into local or civil war, by complicated social-political situation,
by the broad usage of non-traditional (guerrilla) methods of warfare
conducting, high involvement of local population.
The armed conflict is a variety of a military conflict,
characterized by the direct usage of armed strife means. Any warfare
can be viewed as an armed conflict, though not every conflict is
a war. The armed conflict has less scale, which purposes are limited
enough, including the used means.
The Armed Forces, the other troops and units usage.
The Armed Forces make the basis of the military organization
of the state and provide strategic independence of the RB, and within
the frameworks of allied obligations with the Russian Federation
promote the maintenance of military parity and geostrategic stability
in the region.
In the peace-time the Armed Forces consist of the arms, branches
of services, specialized troops, military training establishments
and organizations of the Ministry of Defense of the RB.
In the war-time the centralized usage of the Armed
Forces together with the other troops and units, included in the
military organization of the state, according to their functions
defined by the legislation of the RB, is performed with the purpose
of military defense of the state on the basis of the unified strategic
planning.
The Armed Forces, the other troops and units usage is
performed according to the strict correspondence with the legislation
of the RB by observing the established international law and warfare
conducting rules.
4. The Armed Forces, the other troops and units can
be applied:
in the military conflicts in order to demonstrate resoluteness to
defend the state sovereignty, territorial integrity and frontier
inviolability; to neutralize the military threat; to block the region
of possible military actions; to defeat the enemy groupings, performed
the armed invasion; to liquidate illegal armed units, organized
on the territory of the RB; to create conditions for military conflict
settlement;
in local warfare to localize the source of tension and to perform
the adequate actions in order to prevent military threat upon the
strengthening; to cause maximum damage on the enemy and to force
it refuse of plans of invasion into the state territory; to create
conditions to cease the warfare and to settle military conflict
on the conditions requesting the interests of the RB;
in the territorial warfare to defend the state sovereignty, territorial
integrity by all means including the use of combat potential of
regional troops in the frameworks of the united defense space with
the Russian Federation; to repulse an attack and to cause losses
on the enemy; to force it cease the military actions on the conditions
requesting the interests of the RB;
5. The Armed Forces, the other troops and units should
be ready to carry out the system of preventive and preparatory activities,
adequate to the strengthening of military threat, aiming to enhance
its fighting capability to repel the invasion and provide the protection
of the state frontier and the territory of the RB in any conditions
of military-strategic situation, and also to be able to conduct
active warfare actions upon unleashing military conflict of the
most updated weapons usage.
6. Advanced preparation of the Armed Forces, the other
troops and units for repel the invasion is performed in peace-time,
serves as a base for state's defense capability and includes:
- the improvement of the Armed Forces, the other troops and units'
fighting capability on the base of centralized program-target planning;
- the development of forms and methods of warfare application of
the Armed Forces, the other troops and units in accordance with
their operational predestination and tasks assigned;
- the strategic planning, organization of cooperation and maintenance
of high-fighting readiness in various conditions of military-political
situation;
- operational and combat training for bodies of military administration
and arrangement, its perfection during training-combat practice
of methods of interaction;
- the creation of the system of thorough troops supply during the
preparation for the warfare conducting;
- operational engineering of possible warfare areas and operational
directions;
- the introduction of new military technologies, based on military
scientific research in fields of military theory and high technology
production;
- the moral-psychological preparation of personnel and upgrading
of professional suitability of military staff;
- the perfection of the preparation system of ROTC, and also the
maintenance of material base of mobilization deployment of troops;
- the organization of advanced preparation of the Armed Forces,
the other troops and units is carried out as a centralized action
on a planned basis within the frameworks of the state military preparation
and the country on the whole for the repel of possible attack.
7. The tasks of the Armed Forces in peace-time are the
following:
- the maintenance of combat potential, combat and mobilization capability
on the level, providing the repel of local-scale invasion;
- the ensuring of informational security;
- the looking-ahead disclosure of any preparations for assault on
the RB;
- the safe defense and guarding of the State frontiers of the RB
in the air space;
- the creation of multifunctional defense systems with the purpose
of complex solution of problems regarding the support of the state
armed defense;
- the all-round preparation for the military mobilization;
- the readiness for the strategic deployment within the frameworks
of the state transition on war-time conditions;
- complete accomplishment of programs and plans of operational,
combat and mobilization training; introduction of new forms and
methods of conduct combat actions, new technologies;
- materiel maintenance in the condition of stand-by readiness for
its combat use according to its destination points;
- perfection of Air Defense as a solid defense system of Unity state;
- maintenance at the high level of the moral-psychological state
of the personnel and its conviction in the rightness of fulfillment
of its duty for the RB.
8. With the purpose of strengthening of the state borders
of the RB, defense of important installations and communication
lines, maintenance of the regime of the warfare situation by the
Armed Forces in cooperation with the other troops and units the
territory defense is organized. The structure, aims of territory
defense troops, the order of their application and cooperation are
determined by the corresponding normative-legal acts of the RB.
9. The Armed Forces, the other troops and units may
be drawn to provide help to the civilians, when needed, and its
defense in emergency situations according to the legislation of
the RB.
10. The direct training of the Armed Forces, the other
troops and units for offense repulsion is performed under the urgent
exarcebation of political and military situation, when the conflict
situation can not be unraveled by the political and diplomatic means
and the opposing side continues its aggressive policy.
The basic measures of the direct training for offence repulsion
are:
- informational confrontation and counteraction to the forces of
the enemy's special operations;
- the warning of troops about the offense which is being prepared
or has already started;
- the on-time partial or full-scaled deployment of troops or forces;
- the specification of usage plans, the completion of the first
operations preparation at the early stages of warfare;
- under the urgent attack the completion of the Armed Forces, the
other troops and units' training may be carried on during the combat
actions.
11. The maybe offense repulsion is organized and performed
according to the plan of usage of the Armed Forces, and according
to the directions of the Supreme Commander-in-Chief, the Secretary's
of Defense orders and other normative-legal acts of the RB.
12. The regional grouping the usage of which is performed
on the plan basis according to the decision of the Supreme State
Council of the allied state is created for the armed repulsion of
the foreign aggression.
13. The aims of the Armed Forces in the war-time are
the following:
- the armed defense of the territorial integrity and sovereignty
of the state borders;
- the offensive repulsion under any strategic situation independently
and in the structure of regional grouping of troops together with
the Armed Forces of the allied states;
- inflicting defeat to the enemy and creation of preconditions for
ceasing combat actions(concluding peace) on conditions, which don't
contradict with the interests of the Republic of Belarus.
The Armed Forces fulfill its tasks on the organization of state's
armed defense in co-operation with other troops and military units,
constituting state's military organization.
Management Of The State's Military Organisation, Military Administration
Authorities.
14. Corresponding military bodies of troops management
and grouping are established for the Armed Forces, troops and other
military units which are facing different problems, taking into
account the time-space scale and the level of the potential threat,
availability and condition of base of mobilization deployment.
The President of the Republic of Belarus is the Commander-in-Chief
of the Armed Forces and he executes general management of the preparation
(opening-up) and application of the state's military organization
aiming to provide the military safety of the Republic of Belarus.
The Safety Council of the Republic is the supreme collegial
(collective) coordinate-political body, which determines main directions
of military politics, the principles of military establishment and
development of the Armed Forces, other troops and military units,
organizes on the scheduled basis the interaction between the republican
management bodies and the structural elements of state's military
organization, having as its goal the maintenance of military safety
in the Republic of Belarus.
The head of the Safety Council is the President of Republic
of Belarus. The working body of the Safety Council of the Republic
of Belarus is the State secretariat of the Safety Council, executing
informational-analytical, legal and organizational-technical maintenance
of its activity under the control (direction) of the State Secretary
of Safety Council of the Republic of Belarus.
The Council of Ministers of the Republic of Belarus
is facing the issues of the providing of the Armed Forces, other
troops and military units with all the necessary for the state's
reliable (secure) protection, construction and deployment on the
territory of the republic fortifications, directs the republican
bodies of government management and bodies of local management to
the preparation of economy of the Republic of Belarus for the work
in war-time and regime; and also for their mobilization deployment.
It organizes working-out and forming of the state defense order,
mobilization economy plans and its transference to operating under
wartime conditions.
Within its powers the local authorities hold measures
for transference of other organizations conforming the territory
under wartime conditions provide the completion of mobilization
plans, render military commissariats assistance at mobilization
work in peacetime and when mobilization is announced.
Juridical and physical persons of the RB take part in
ensuring military security of the state according to the legislation
of the RB.
The Secretary of Defense of the RB exercises direct
control over the Armed Forces.
The Ministry of Defense of the RB exercises general
control over the Armed Forces, is responsible for their development
and preparation for fulfilling tasks of armed defense of the sovereignty
and territorial integrity of the RB.
The Ministry Of Defense organizes cooperation with all
government bodies on defense matters, carries out daily materiel-technical
and resource ensuring of troops and combat activities, it works
out conceptual documents normative-legal acts for construction and
development of the Armed Forces, armament program and also draws
up well-grounded suggestions on the state's defense order and financing
of the Armed Forces.
The General Headquarters of the Armed Forces is the
central body of military control, which performs operation functions
on the Armed Forces' management; provides their high fighting capability;
organizes cooperation and coordinates activities of structural elements
of state's military construction on fulfillment tasks in the defense
sphere both in peace-time and war-time.
When the warfare situation is announced, the General
Headquarters of the Armed Forces carries out functions of executive
body of Security Council of the RB in the system of strategic management
of the Armed Forces, the other troops and units under direct control
of the Commander-in-Chief of the RB.
The commands of the Armed Forces branches are bodies
of operational management of subordinated troops. They work out
and perform plans of development and usage of branches of services,
organize mobilization and operation preparations, technical and
material ensuring of daily and combat activities of subordinated
troops.
The bodies of military control of other troops and units,
which are included in the structure of state military organization,
provide their combat capability while solving problems of the armed
defense organization of the RB, perform their operational control
in the war-time and in the peace-time, planning and organization
of measures on the joint preparation for the state security control
within the frameworks of responsibilities established by the legislation
taking into consideration their functional purposes and the solved
problems specification.
The collective military control body ( the joined command
of the regional grouping of troops) is organized after the decision
of the Supreme State Council of the RB (the General Headquarters
of the Armed Forces) for the regional grouping control with the
purpose of collective military safety maintenance of the allied
state.
15. The organization of the military safety control
of the RB and the allied state during the period of threat, the
creation of the bodies of military control are provided by the legislation
of the RB and normative-legal acts of the allied state.
Chapter 3 THE ECONOMIC ENSURING GROUNDS OF MILITARY
SECURITY
1. The major goal of economic ensuring of military security
is all-round satisfaction of the state military organization's needs
in necessary financial and economic resources on the basis of economic
potential and possibilities of military-economic (military-technical)
co-ordination of the Republic of Belarus with other states.
2. The primary economic ensuring principles of military
security are:
- financial and material ensuring level adequacy of the state's
military organization to the real military security needs and state's
economic possibilities
- state centralized management of military and economic processes
with the use of market mechanisms
- concentration of financial, material, technical and intellectual
resources on solving key tasks of military security ensuring
- rapid development of prior competitive and import substitution
technologies and productions, primary of double purpose for the
needs of state's military security
3. The primary tasks of military security economic ensuring
are:
- working-out and improvement of legislation of the Republic of
Belarus, regulative attitude to military and economic sphere, distinct
distribution and agreement on functions of republican bodies of
the state government and other state organizations in solving tasks
of ensuring military security of the state
- creation a system of estimate, planning and financing military
needs of the state with the use of program purpose methods on the
basis of parameters of macroeconomic forecasting of social-economic
development of the state
- effective use of possibilities of state defense order system taking
into account market mechanisms
- rational usage, further development and state support of science-technical
and production potential of the defense sector of economy in the
interests on solving tasks of military security ensuring of the
Republic of Belarus, member-states of the Commonwealth, of the Collective
Security Treaty
- preparation of management system to stable functioning in mobilization
period
- improvement of the state mobilization preparation system of economy
- reinforcement up to needed volumes and maintenance of supplies
of material means in the Armed Forces, state and mobilization reserves
- combination of purchases of new serial armaments with carrying-out
timely maintenance, prolongation of guarantee terms of exploitation
and modernization items available
- effective usage of mutually profitable military-economic(military-technical)
possibilities of coordination of the Republic of Belarus with other
countries including deliveries of military production for export
4. In peacetime the state's readiness to repulse an
attack is ensured by construction a stable system of state military
organization management, creation of production powers, supplies
of material means and resources. It is also ensured by preparation
of economy in good time for the work under wartime conditions aiming
at ensuring the needs of the Armed forces, other troops and military
formations and population of the Republic of Belarus
5. Operational organization of the ground is carried
out aiming at development of the existing state's military infrastructure,
timely strategic deployment of the Armed Forces, which conduct combat
operations under command of Council of Ministers of the Republic
of Belarus.
6. The Armed Forces, other troops and military formations,
republican bodies of state government and other state organizations
carry out accumulation, echeloning, arrangement and maintenance
of material means supplies for mobilization deployment and conducting
combat operations.
Council of Ministers of the Republic of Belarus organize creation
and maintenance of material means supplies.
7. ROTC planning, its registration and registration
of materiel allocated to the Armed Forces, other troops and military
formations at mobilization deployment are carried out and checked
by the Armed Forces General Headquarters in close co-operation with
state and local authorities.
8. Preparation to civil defense is carried out as in
peacetime, so in threatening period. In addition measures are planned
and carried out to ensure security of functioning of economic objects,
transport and means for realization emergency-rescue and restoration
works.
9. Mobilization economy preparation is co-ordinated
with troops' mobilization deployment system, territorial and civil
defense aiming at stability improvement of economy branches and
objects' functioning and timely deployment of military and civil
production according to payment balance year plans.
10. The Republic of Belarus carries out international
military-technical co-operation, originating from economic and foreign-policy
expediency its own ensuring military security in strict conformity
with the legislation of the Republic of Belarus and international
treaty commitments.

On declaring its Military Doctrine the Republic of
Belarus proves its principled devotion to maintaining international
security and universal peace, guarantees firm and successive fulfillment
of regulations of present Military Doctrine.
Other normative legal acts in the sphere of military
policy, military construction, reformation and vital activity of
state military organization are worked out by republican bodies
of state government originating from basic regulations of the Military
Doctrine.
